Pin Bun 1.4.4 and replace oxfmt with bun fmt. Formatter configuration moves into bunfig.toml [fmt] with the shared style and generated-file and fixture ignores from the toolchain policy, CI checks the whole repository with bun fmt --check, and hooks format staged files with bun fmt --staged. The repository is reformatted once under the shared style. bun-types 1.4.4 carries a temporary quarantine exclusion that expires when the normal five-day window admits it.
@stll/oxlint-plugin moves to the shared 0.6.0, and Dependabot and the cloud setup are regenerated by the shared tooling.
…usions An empty changeset marks the change as tooling only. The quarantine test follows the shared policy: the first-party exemptions stay exact, and a third-party exclusion names the instant the normal quarantine admits it.
