Updates the Python wheel consumer checker from ty 0.0.86 to 0.0.93. The existing installed-wheel type assertions remain unchanged; this release fixes recursive-union hangs, truthiness-loop panics, and generic narrowing. No diagnostic baseline is introduced.
Validation: CI builds and installs the abi3 wheel, runs its Python tests, and checks the consumer typing contract with the pinned checker.
Release review: official ty notes. PyPI retains the same upstream repository and Python >=3.8 requirement. This Python requirements surface has no release-age restriction; the existing Bun and Cargo policies are unchanged.
