Refreshes compatible dependencies in the standalone Rust oracle, fuzz, and WASM size-fixture lockfiles. The fuzz helper moves cc 1.7 to 1.9, adopting AddressSanitizer forwarding, linker-plugin LTO fixes, and compiler-environment rebuild tracking. All selected versions have passed the five-day Cargo quarantine; cc 1.10 remains excluded until its release-age window expires.

Validation: CI builds the Rust oracle, compile-checks the fuzz targets, and exercises the WASM size fixture. Actual fuzz campaigns remain a separate on-demand check.
