Adopt the published shared toolchain policy 3.2.1 and Rust 1.99.1 across development setup, CI, and release builds. Regenerate the cloud setup from the canonical package.
Rust 1.99.1 fixes an x86_64 FFI boolean-return miscompilation and linker regressions. Hawk retains its existing bounded compiler-private 1.97.1 exception.
Validation: dependency resolution, canonical toolchain guard, generated setup and workflow formatting passed. Existing native, WebAssembly and package checks remain required in CI.
