Share inclusive containment with the default scanner and recognize directory-only equality for local action consumers. Version-file selectors still cannot treat a checkout directory or directory-only sparse pattern as a file.

Follow-up to #249. Focused checkout proof tests: 11 passed, 88 assertions.
