Re-points @stellar/stellar-base from the crates.io 15.0.0 release to the CAP-71/CAP-83 fork; everything else flows through unchanged because the SDK does not manually decode V2 / WITH_DELEGATES — stellar-base's generated XDR types do the lifting. Note: tsc currently complains about implicit-any inference regressions when building the SDK against the regenerated stellar-base types (xdrgen master's output differs slightly from the released 15.0.0). The lib/ outputs are pre-committed so the runtime is unaffected; a proper PR would also bump xdrgen + dts-xdr pins.
