[codex] Adopt Proton shared processor helpers#61

Use Proton 0.73-SNAPSHOT and replace local processor validation, naming, suppression, ownership, assignability, and constructor-access checks with the shared helper APIs where they preserve Sting behavior. Align the generated-source formatting docs with Proton's default of formatting generated source unless sting.format_generated_source=false is supplied.
Update Proton core and QA dependencies from the temporary 0.73-SNAPSHOT adoption build to the released 0.74 artifacts and regenerate the Bazel dependency metadata from Maven Central.
