feat(cxtx): add --local flag Expose an explicit --local flag that resolves cxtx to the local CXDB HTTP endpoint while keeping the existing URL parsing path centralized in effective_url(). This makes the local tmux workflow easier to drive and keeps the help text, examples, and parser coverage aligned with the runtime behavior.
