Add docs/MACOS-BETA-MILESTONE.md: verified starting point at main 45293d3, routine decisions and open owner decisions, thirteen work packages with acceptance criteria, tests, retained evidence and autonomy flags, the merge order and critical path, and the first implementation task. SETUP.md now names PR #7 and the final closeout head and points its "Next milestone" section at the new plan. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
