The testnet rewards budget is $75 per worker per month for a target of 25 workers ($5,625 a quarter), shared pro rata across all workers. With fewer than 25 rewarded workers, no worker should get more than $75 a month, so build now counts the distinct workers rewarded in the data window and, when that is below --workers, sizes the budget by that count (with a warning). The README states the rule.

Verified: lint and tests pass; a live 2026-Q3 build (73 rewarded workers) is unchanged (root 0xdd625bab…987e); with --workers 100 it warns and sizes the budget for 73.

…ow 25 workers

The budget is $75 per worker per month for a target of 25 workers, shared
pro rata across however many workers run. With fewer than 25 rewarded
workers in the window, nobody should get more than $75 a month, so size the
budget by the number of rewarded workers instead. The README states the rule.
