recognizes either exact mode as capability-only and never authorizes
execution. This closes the false `runtime Gemini result contract mismatch`
protocol error on both lanes (workspace issue #2422).

Codex adapter no longer creates or retains a goal for liveness. State checks

creation transcript and after the host proves its exec remains independently
live and controllable; otherwise it returns
