Right now, if a kart is on a moving surface, the moving surface does not communicate any movement to the kart.
A good test spot is found in the new Candela with the giant spinning gears, after disabling rescue entirely. The kart will lay on top of the gears without moving at all relative to the rest of the track, instead of the realistic behavior of being dragged along by the moving surface.
Note that after the interactions are done, changes to max speed behavior would also likely be needed, but it only makes sense to look into that part once the moving surface actually communicate movement to the kart.
