Objective

Begin the complete GEM Enterprise Capital Readiness & Transaction Command Center implementation without disrupting the existing production system.

Current increment

• Add deny-by-default transaction activity classification.
• Enforce compliance and legal holds.
• Block custody and guaranteed-return claims.
• Restrict investor outreach, recommendations, negotiation and order transmission to approved licensed partners.
• Keep transaction-based compensation disabled until counsel, licensed-partner, compliance and human approvals are recorded.
• Require human approval for AI-generated external communication.
• Add focused Vitest coverage for the policy engine.

Safety

• No production database migration.
• No billing activation or charges.
• No investor outreach.
• No external communication.
• No custody or money movement.
• No secrets added.

Next implementation increments

1. Prisma operating-domain schema and disposable-database validation.
2. Opportunity, KYB, engagement and readiness services.
3. Committee, partner registry and controlled outreach workflows.
4. Data-room, diligence, closing and post-close recurring-service modules.
5. Command Center dashboards, APIs, authorization tests and deployment verification.
