Rust CIで Cargo.lock の不整合を検知して確実に失敗させるため、各ジョブの cargo 実行に --locked を付与し、ロックファイルが古い/欠落している場合にCIが落ちるようにするPRです。
Changes:
cargo testに--lockedを追加cargo buildに--lockedを追加cargo clippyに--lockedを追加（-D warningsは維持）
