Add separate Codex and Claude animation toggles to runtime settings and the GTK settings dialog. Both default to disabled, preserving the low-redraw terminal behavior unless the user opts in per agent. Pass the settings through shared agent command builders so Codex omits the tui.animations=false override only when enabled, and Claude clears prefersReducedMotion only when enabled.
