Description

Release the current frontend changes from fe-release into master:

Redesign the Hypercall announcement banner (feat(synapse-interface): redesign Hypercall announcement banner #4072).
Retire DFK from supported chains, chain selection, bridge maps, and provider configuration; add retired-chain regression coverage (fix(synapse-interface): retire DFK chain #4118).

Additional context

The ancestry repair in #4122 is merged. This PR now contains only the two frontend commits above and merges cleanly while preserving master's newer Grafana fixes.

Merge using Create a merge commit to preserve release ancestry and perform a non-fast-forward merge. Do not squash or rebase, and retain the fe-release branch.

Validation:

Confirmed the merge base is the historical squash commit 2d351625ac9b65360b6c4fce4c4cbcdf80e26154.
Simulated the merge with git merge-tree: no conflicts, expected resulting tree 3a65e9d69657981f7a60eab80bcf3d5a5838347e.
Release diff: 17 files, 281 additions, 174 deletions.
No application tests rerun as part of opening this PR; GitHub checks will report separately.
