Prepare release 1.10.0-rc4 targeting 10th September 2026: - include/recls/recls.h: bump version to 1.10.0-rc4 (0xC4), extend copyright to 2026, and wire RECLS_VER to RECLS_VER_AB directly; - CHANGES.md: record 1.10.0-rc4 changes including CMake canonicalisation, version macro updates, doc heading standardisation, and fixes; - NEWS.md: add 10th September 2026 release candidate 4 entry; - INSTALL.md: correct step numbering, script names, and cross-references; - CMakeLists.txt: update header date to 10th September 2026; - EXAMPLES.md: add entry for example_cpp_4; - examples/c/example_c_2.md: fix title heading to example_c_2;
