This updates the aws-sdk go + build dependencies, as the old version is not able to get a session from IMDSv2 metadata server.
Another fix was done to get the newer tag key to get the cluster name. This now also gets the value from 'aws:eks:cluster-name', as the AWS docs refer to this as a default generated cost allocation tag.
