Parse col-0 entries in known sections (cosign); add 14 CLIs + ~100 fixtures

Summary

Round 8 of the help-parse coverage push: parser fix for column-0 entries inside known sections (cosign-style), plus ~100 new corpus fixtures. The manifest is now at 450 rows (362 ok / 70 leaf+empty / 1 todo).

Parser

• cosign prints its Available Commands: entries at column 0 (unindented) under the header — parseEntry requires indentation, so every line was treated as a tentative header and only the trailing "Additional help topics" section survived. While a recognized (non-tentative) section is open, a col-0 line that parses as an entry line is now consumed as an entry.

Corpus

• New top-level commands: vultr-cli, cosign, trivy, syft, grype, tkn, rancher, dagger, goreleaser, govc, kubectl-krew, certbot, composer, bundler.
• ~100 new nested captures: aws×11 (ecs/eks/lambda/rds/sns/sqs/ecr/kms/cloudformation/cloudfront/route53), az×14, docker×5, wrangler×10, doctl, gh, glab-adjacent, hcloud, istioctl, argocd, velero, promtool, tkn, rancher, and more.
• composer fixture recaptured with the real Available commands: list (earlier capture had composer list help). npm config added as a synthetic fixture (Artistic-2.0). sops exec-env and bundler list/cosign verify left as local/leaf rows (MPL / error-echo output).
• linode-cli row added as local/todo — the binary crashes on an interactive auth traceback without a token, so no fixture can be committed.
• Leaf-vs-empty statuses corrected: single-word leaf commands (supabase init, gh api, zellij setup, …) are leaf; group prefixes whose listings the parser can't read (poetry plugin, rclone backend, eksctl scale) stay empty.

License policy

New captured CLIs verified permissive (Apache-2.0/MIT) and added to testdata/help/NOTICE.md. No copyleft captures added.
