…ROADMAP WILLAY_API.md claimed 'Data label: LIVE — routes registered' but /api/a11oy/v1/willay/* return 404. Fixed: label now states PARTIAL status with honest note. Adds status column to endpoint table showing which routes are live vs ROADMAP. Doctrine v11: half-state is the only unacceptable outcome. Signed-off-by: Stephen Lutar <stephenlutar2@gmail.com>

Problem
WILLAY_API.mdclaimed 'Data label: LIVE — routes registered' but all/api/a11oy/v1/willay/*JSON routes return HTTP 404. This is a half-state violation: claiming more than is real is the only unacceptable outcome (Doctrine v11).Verified 2026-06-30:
