Track: ArgoCD v2.14 upgrade - breaking changes review

Opening this to track our review of ArgoCD v2.14 breaking changes before upgrading the production cluster.

Breaking changes to evaluate:

• Application finalizer behavior change (may affect app deletion)
• Helm dependency update behavior
• RBAC policy format changes in 2.14

Action items:

• Review each breaking change against our configuration
• Test upgrade in dev cluster
• Update RBAC policies if needed
• Schedule prod upgrade during maintenance window

The RBAC policy format change is the one I'm most concerned about. Our current policies use the old format and I want to validate the migration path in dev before touching prod.

Schedule: upgrade dev by May 20, staging by May 26, prod by June 3 (maintenance window). @ritzorama own the dev upgrade and document any issues.
