• Depends on: OC-059, OC-060.
• Deliverable: release tarball/checksums, PKGBUILDs for tagged and -git packages, install layout, dependencies, user service, desktop/man assets, and local clean-chroot build recipe.
• Acceptance: package builds in clean Arch chroot, installs/upgrades/removes without modifying user config, and passes namcap or documented exceptions; no broad polkit rule is shipped.
• Excludes: publishing to AUR until owner authorization.

Next closure evidence/work: Run clean-chroot, namcap and install/upgrade/remove tests. Tagged checksum needs an owner-authorised release archive; AUR publication is excluded.
