Targeted escape-clause evaluation of the AgencyAndOrganization x Retire register cell against its verbatim deferral condition ("defer until a regulated wind-down (e.g. mass layoff) requires a dedicated L1 group"). Second slice of the Option B backlog-deferred sequence.

Outcome

  • Conduct Regulated Workforce Wind-Down: 9/10, ADMIT-CANONICAL pointing at dea:process-conduct-regulated-workforce-wind-down (the recommended admission; not admitted in this slice)
  • Decommission Agent or Workforce Cohort: 2/10, RECLASSIFY (CR-BP-63 carry-forward; execution-level cohort step)
  • Retire Knowledge Assets of Decommissioned Workforce: 3/10, RECLASSIFY (CR-BP-63 carry-forward; subsumed by wind-down transition supports)

Cell posture flips from process_empty: true (CR-BP-63) to process_empty: false (CR-BP-72) on the strength of the escape-clause evidence.
