Describe the bug
Scrolling to a heading not working when yellow banner is visible.

To Reproduce
Hi, the yellow webinar banners break the scrolling to a heading from the right column.
Go to https://docs.telerik.com/blazor-ui/introduction
Make sure you see a yellow banner at the top.
Click on any of the headings under "In this article" in the right column.
The heading will go outside the visible page area.
The problem does not occur if you open a page location directly: https://docs.telerik.com/blazor-ui/introduction#support-options
