Summary

return chatUrl and workspaceUrl in the create response
promote accessUrl to the chat route so human-facing consumers default to the chat surface
cover the new URL contract in API, operator, and CLI tests

Testing

cd operator && go test ./api/v1/...

cd cli && pnpm test
