test: add QA boundary value analysis for SemanticClassifier

This PR implements a Boundary Value Analysis and Negative Testing QA review of the internal/perception/SemanticClassifier module.
It adds a comprehensive >400 line journal document detailing edge cases across:

• Null/Undefined/Empty vectors
• Type Coercion boundaries
• State Conflicts
• User Request Extremes

It also adds five TODO: TEST_GAP: markers directly to internal/perception/semantic_classifier_test.go and implements initial skeletal stubs to trigger those tests.
