Reproduction is currently asexual and threshold triggered (reproduction.ts). There is no pair-bonding, no inter-citizen conflict or death by competition, and no leadership or hierarchy mechanic of any kind. This is confirmed correct for the project's current stage, not a bug.
Why it is filed anyway: to record the reasoning so it is not accidentally fixed prematurely. Adding designed intelligence, for example a hand-authored leader role or neural-network-driven agents, before selection pressure exists to act on decision quality would inject designed behavior into a system meant to discover it, the same scripting trap as hardcoding town formation, just relocated to agent cognition. Leadership should emerge from selection on some real trait, for example followers surviving better near an attractive citizen, not be authored directly.
Direction: no action now. Revisit once agent to agent perception and recombination are in place, since those are prerequisites, not this.
