feat(quote): gate post-to-wall on campaign enableQuoteWall#5976

The post-to-wall affordance now shows only for articles whose campaign has the quote wall enabled (backend `enableQuoteWall`), instead of any campaign article. Adds `canPostQuoteToWall` and queries the flag in the quote-image fragment. The 七日書 logo still uses name-based detection (unchanged). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

enableQuoteWall旗標控管（取代「任何活動文章皆可上牆」）。新增canPostQuoteToWall、fragment 查 enableQuoteWall。七日書 logo 仍用名稱判定（不變）。依賴 server#4857（已 merge 上 ICU）。本機 tsc/eslint 綠。base=develop→ICU。
