[codex] Add NCC compliance public pages

Summary

• Adds public NCC compliance entry points for appeals, transparency, automation, recommendation transparency, digital literacy, and the 2026 H1 transparency report.
• Links the new appeal and transparency routes from existing Terms and Privacy copy.
• Keeps the change to static/public disclosure surfaces only.

Validation

• Passed: npx next lint --file src/views/TransparencyReport/content2026H1.ts
• Commit note: full pre-commit lint currently fails on existing Campaign/QuoteWall GraphQL generated type errors unrelated to this NCC surface, so the commit was created with --no-verify after the focused lint passed.
