Add the --no-running flag to check that no containers are running

Hi, could you maybe describe the use case a bit more? I'm not sure what I can do this this new flag.

Hi, the use case is to be informed when any container is started, therefore it monitors that no containers are running. This is especially useful if container deployment and system administration are in the hands of different teams. Once a container is deployed, this serves as a reminder to update the check with config tailored to the new container.
