SAVE fails: Hard-coded path in source code?

First-time user, and first shortcut I tried to add. I add a title 'DEV' and one item to Visual Studio 2022 (C:\Program Files\Microsoft Visual Studio\2022\Professional\Common7\IDE\devenv.exe). I click Save and it fails with an error. The only options are to Continue or Quit. I changed the security settings for the TaskbarGroups folder and all subfolders to allow wide open access for all users and authenticated users, but it doesn't help. I also tried creating the folder structure manually and copying the program files over (including hidden folders and files), but that didn't help either.

From the call stack it looks like the path might be hard-coded in the program. There are two references to C:\Users\jacks\Desktop\Taskbar. I don't have this folder on my machine. The program is running from C:\Download\TaskbarGroups.
