Why SnippingTool.exe and SecHealthUI popups when opening TaskbarApps?

When I open TaskbarApps, I get a popup showing "C:\WINDOWS\system32\SnippingTool.exe".
After I click OK to that, another one with ...TaskbarGroups\Microsoft.Windows.SecHealthUI pops up. After I click OK to that, finally the app appears.
Here's what my TaskbarGroups\Shortcuts folder looks like:
