What changed: PR #3315 (lane 3, #3215) rewrites docs/features/improvement-controller.md and keeps the models/redis_lease.py reference on purpose. The lease table row now names #3220 as the owner of that file and describes tools/improvement_control/lease.py::default_lease() as the single swap point, with CaseLease as the interim implementation until the file exists.

Impact on this issue: approach invalidated for a delete-the-reference fix. The path is a forward reference to a planned file, and tests/unit/test_improvement_control_lease.py::test_interim_lease_retired_when_redis_lease_exists fails the moment that file appears, so the doc row and the test are pinned to the same event.

Action needed: resolve this alongside #3220 (the reference becomes valid when that lane lands), or reword the table row so the auditor's backticked-.py detector stops matching, for example the dotted models.redis_lease form the same doc already uses in its lease section. Deleting the reference would remove the hand-off statement #3220's builder is pointed at.
