Allowing for aribitrary pulse length in pi spec

• Abdullah and I have started using a pulse shape besides gaussian for our pi pulses
• the duration in the pi_spec code is hard coded for gaussian pulses
• added a try/catch that, if your parameter manager does not use the sigma and nsigma parameters a gaussian pulse would use, that it uses an arbitrary len parameter instead
