chore: align civicparks with civiccore v0.3.0

Aligns civicparks with CivicCore v0.3.0 and publishes the v0.1.1 release surface.

Changes:

• Bumps package/version surfaces from 0.1.0 to 0.1.1.
• Updates CivicCore dependency and CI install URL to civiccore==0.3.0.
• Updates runtime tests, verification gates, docs, landing page, and public UI labels.
• Adds browser QA evidence for docs and public UI at desktop and mobile widths.

Verification:

• bash scripts/verify-release.sh: PASSED
• Browser QA: PASS, no console errors/warnings, no horizontal overflow, v0.1.1 and civiccore 0.3.0 visible.
