Tracking: transfer scottconverse/civicrecords-ai to CivicSuite

Pending: transfer this repo from scottconverse/civicrecords-ai to CivicSuite/civicrecords-ai.

Context:

• The CivicSuite GitHub org exists and already hosts the upstream dependency CivicSuite/civiccore.
• This repo currently pins civiccore via git+https://github.com/CivicSuite/civiccore.git@<sha> in backend/pyproject.toml. After the org transfer the canonical URL for this repo will also be CivicSuite/.

Trigger:

• Resolve before any future release tag or version bump that depends on the canonical repo/org identity (e.g. v1.3.0 or any release that replaces the git+https civiccore pin with a versioned wheel).

Closure:

• Close this issue once the transfer is completed. No code change is required as part of closing — GitHub will set up redirects automatically; verify CI, branch protection, and Pages still work post-transfer.
