Fix stale CivicRecords footer version in installed UI #88

The Clerk-Core public-use evidence matrix for CivicSuite PR #160 captured CivicRecords AI pages where the header and /health report v1.6.1, but the shared footer still renders \CivicRecords AI v1.4.1 · Apache 2.0.\n\nEvidence files in CivicSuite/civicsuite PR #160:\n- docs/installer/browser-qa/screenshots/2026-05-20-clerk-core-public-use-matrix/records-dashboard-desktop.png\n- docs/installer/browser-qa/screenshots/2026-05-20-clerk-core-public-use-matrix/records-search-desktop.png\n- docs/installer/browser-qa/screenshots/2026-05-20-clerk-core-public-use-matrix/records-requests-mobile.png\n- docs/installer/browser-qa/2026-05-20-clerk-core-public-use-matrix.json\n\nExpected: the footer should read from the same version source as the header and /health so staff and auditors see one consistent CivicRecords AI version.\n\nScope note: this is a product fix in civicrecords-ai, not a CivicSuite umbrella evidence fix.
