Summary: use a unique runtime-secret staging directory for each workflow run and attempt; generate and compare a remote file manifest before replacing the live directory; enable fail-fast handling before container shutdown; remove transient staging files after a successful mainnet transfer. This fixes the retry-nesting/outage risk identified in Platform PR #44. Validation: YAML parsed successfully and git diff --check passed. Refs: INF-177, Platform #44.
