ci: run the weekly download snapshot at Monday 00:00 Philippine time - #288

Move the scheduled workflows to Monday 00:00 Philippine time (UTC+8), which is Sunday 16:00 UTC: cron '0 16 * * 0'. Points are now dated with the Philippine date, so they stay on Mondays as before; with the runner's UTC date they would read as Sundays.

Moves the weekly download-history snapshot to Monday 00:00 Philippine time (UTC+8), which is Sunday 16:00 UTC: cron
0 16 * * 0(was0 5 * * 1, Monday 13:00 Philippine time).The point is now dated with the Philippine date, so it stays on Mondays as before. With the runner's UTC date it would read as the Sunday.
The companion change in agent-reliability-rules moves its download, rule-count and attest-rule-pack schedules to the same time.
Note: GitHub runs scheduled workflows on a best-effort basis, and runs at the top of the hour can start a few minutes late.
