Summary
Eighteen new rules extend the EBTE (Explanation-Bound Tool Execution) tool-call claims from #200 to six more SDKs. Each gets a
tool_call_claims.yamlpack with the same three rules. One commit per analyzer checkpoint, withmanifest.yamlgoing from 32 to 36.claimparameterclaimbut never reads itA tool whose claim is checked, or that sits behind a possible mediator (the SDK's pre-tool hook, guardrail or callback), does not fire.
Notes for review
