Reviewed exact head dd15671: only 1.4.0 version records, release manifest, and changelog change. Frozen installs, lint, types, Svelte check, 103 root and 29 UI tests, build, packed external CLI consumer, zero-vulnerability application audits, and exact-head CI/CodeQL passed. This version PR preserves the current publication pause; publisher restoration requires its own audited implementation and authorization.
