Initial release of hexacopter-env.

  1. Created and tested Dockerfile to build a ROS2 environment with necessary dependencies for PX4 development and simulation
  2. Created and tested several scripts, including hexacopter-env.sh, which is used to launch the container with ideal docker run options
  3. Completed initial revision of the README, complete with detailed instructions on setting up any machine to build and run the container as intended
