Blocked pm items retain static GitHub blocker text after an upstream issue closes. The motivating pm-rl records stayed blocked for 27 days after unbraind/pm-cli#854 closed on 2026-08-01. This adds pm github blockers to surface those stale blockers without changing item status.

The command certifies the complete SDK read, selects blocked items and non-terminal items with external GitHub blocked_by dependencies, deduplicates references from dependency targets/reason/description/comments, and queries live issue/PR state in GraphQL batches of 25 using the existing auth and rate-limit client. Reports use the host TOON/JSON renderer. Exit 4 alerts on clearance or partial clearance; query or annotation failures take precedence with exit 1. Optional comments group newly cleared reference states once per fully cleared item, with per-reference state/timestamp markers under a lock. The reusable sync warns on exit 4, writes no comments, and stops on failures. README documents examples and the required PM CLI 2026.10.5 compatibility floor.

Before: a closed GitHub blocker leaves a static blocked item with no live-state receipt. After: a report identifies its current state, reason, date and verdict for human revalidation; status remains blocked. Private/missing GitHub references can both appear as not_found, and unknown references never clear an item.

Validation uses real scratch trackers and recorded public GitHub GraphQL responses, recaptured with the query builder. Permission denials are explicitly constructed around recorded data; no private-resource fixture is published. Behavioural revert proof disabled only the parser body, then only the verdict body in separate isolated copies: each made its unit regression and the real-tracker mixed scenario fail, 0/2 passing per revert, exit 1. The production source stayed intact. A final-head CodeQL alert identified polynomial marker matching; the matcher now uses repository grammar and cannot span HTML delimiters. Restoring only the old regex makes its bounded performance regression time out (0/1 pass); the fixed regression completes promptly. Provenance hints are validated before GraphQL, and reference handling covers .github-style repo names, HTTP/case variants and unresolved-form deduplication. Both complete gates were rerun after these corrections.

Gate Result
npm run release:check, isolated HOME/Git identity 553/553; zero fail/skip/cancel/todo
bun run release:check, isolated HOME/Git identity 553/553; zero fail/skip/cancel/todo
All authored-source coverage, unchanged thresholds 12 modules; exact 100% lines/statements/branches/functions
pm-linked blocker suite 32/32
pm-linked scheduled report acceptance 1/1
Installed packed artifact, Node + native Bun, live GitHub 2/2; one grouped scratch comment; repeat skipped; status remained blocked

Both release gates also passed typecheck/build, docstrings, lint, zero duplication, privacy, audit, pack dry-run, changelog and attestation checks. The required identity-isolated npm command used env HOME=$(mktemp -d) GIT_CONFIG_GLOBAL=/dev/null GIT_CONFIG_NOSYSTEM=1. Source checksums stayed unchanged across both release runs. Scratch workflow fixtures isolate unrelated global extensions so host/SDK skew cannot contaminate health checks.

Read-only fleet acceptance: pm-rl read 78 items with zero candidates (both historical motivating items are now closed); the companion read 937 items with six candidates, two cleared and four unresolvable. Item/history/settings bytes stayed unchanged. --comment was used only on scratch trackers. No merge, release, tag or publication is requested; callers must pin a release containing this command before adopting the updated reusable workflow.

Owner item: pm-github-fmrf (proposed). Companion context: pm-cli-website-5o9j. The owner item remains in_progress and its claim was released for orchestrator verification.

Summary by Sourcery

Add report-only GitHub blocker revalidation so teams can identify cleared upstream dependencies while leaving pm item statuses unchanged.

New Features:

  • Add pm github blockers to report the live state of GitHub issues and pull requests referenced by blocked or externally blocked pm items without changing item status.
  • Support optional idempotent comments that notify users when all blockers for an item have cleared.
  • Add scheduled workflow integration that warns when blockers clear while remaining report-only.

Enhancements:

  • Parse, resolve, deduplicate, and batch GitHub blocker references across dependency data, blocker text, descriptions, and comments, with safe handling of unresolved and inaccessible references.
  • Provide deterministic blocker verdicts, live close or merge metadata, structured renderer output, and distinct exit statuses for clearance versus failures.
  • Raise the PM CLI compatibility floor to 2026.10.5 for complete reads and structured command exit statuses.

Build:

  • Update package dependencies and lockfiles for the new PM CLI compatibility floor and TOON test support.

CI:

  • Expand workflow and integration coverage for blocker reports, warnings, failures, read-only behavior, and isolated global extensions.

Documentation:

  • Document the blocker revalidation command, report semantics, comment behavior, exit codes, examples, and compatibility requirements in the README.

Tests:

  • Add comprehensive parser, resolver, candidate-selection, complete-read, GraphQL, verdict, annotation, rendering, and real-tracker acceptance tests using recorded GitHub responses.

Chores:

  • Add PM feature and history records for blocker revalidation.

Summary by CodeRabbit

  • New Features
    • Added GitHub blocker checks that report linked issues and pull requests as cleared, partially cleared, still blocked, or unresolvable without changing item status.
    • Optionally add comments to fully cleared items; repeated runs avoid duplicate comments, and dry runs preview comment counts.
    • Reports distinguish cleared blockers from query or comment failures with separate exit codes.
  • Bug Fixes
    • Scheduled imports warn when blocker checks report cleared items and continue; unexpected failures stop the workflow.
  • Documentation
    • Added command guidance and updated the minimum supported PM CLI version.

Walkthrough

Adds pm github blockers to inspect GitHub blockers for tracker items. The command reports blocker states without changing item state and can add idempotent comments for fully cleared items. The sync workflow runs the check before its import preview.

Changes

Blocker revalidation

Layer / File(s) Summary
Reference selection and validated reads
index.ts, test/blockers.test.ts
The command identifies candidate items, parses and resolves GitHub references, and reads the complete tracker corpus with runtime validation. Tests cover reference formats, candidate selection, and malformed tracker data.
Batched GitHub state lookup
index.ts, test/blockers.test.ts, test/fixtures/blockers/*
The command batches issue and pull-request queries, maps returned data and errors to reference states, and continues across affected references. Tests and fixtures cover batching, state mapping, and partial or missing responses.
Verdicts, comments, and CLI command
index.ts, README.md, test/blockers.test.ts, .agents/pm/features/pm-github-fmrf.toon, .agents/pm/history/pm-github-fmrf.jsonl
The command reports per-item verdicts and exit codes. Optional comments apply only to fully cleared items, use markers to avoid duplicates, and support dry-run. Tests cover the command, comments, and output formats. Feature records track implementation and validation.
Sync workflow and host compatibility
.github/workflows/pm-github-sync.yml, manifest.json, package.json, test/import-gate.test.ts, test/compatibility-floor.test.ts
The sync workflow runs blocker revalidation before the import preview. Exit code 4 produces a warning and continues; other nonzero codes fail the job. The supported PM CLI minimum is 2026.10.5. Workflow tests verify warning and failure behavior without modifying the tracker item.

The new report-only pm github blockers command and its sync-workflow step do not change item status. No outstanding defects were identified at this head. One item is still unconfirmed: the lowest supported PM CLI version (2026.10.5) has not been checked for the new SDK functions this command imports.

collectBlockerReferences now drops every reference matching one of the
item's own gh: provenance tags after resolution, so an imported issue can
never be treated as its own blocker. The host-TOON rendering test decodes
the CLI output with the installed pm-cli TOON parser and asserts the
parsed structure instead of hard-coding scalar quoting. Adds a unit
regression and a real-tracker regression covering mixed-case tags,
multiple provenance keys, all text sources, cross-repository blockers,
true clearance and false-clearance prevention without status changes.
The shared fixture-global root is torn down while packed-CLI children may
still be flushing telemetry, which made CI fail the after hook with
ENOTEMPTY on rmdir. Give the recursive remove bounded retries so the
runner's slow child teardown loses the race gracefully instead of failing
the suite. No telemetry configuration or test budget changed.
Claims the continuation under pi-agent, records the behavioural revert
proof on the merged tree (0/2 with only collectBlockerReferences
reverted, 2/2 restored), the PM-linked suite receipts (34/34 and 1/1),
and both unchanged-threshold release gates (581/581 tests each, exact
100/100/100/100 coverage across 12 authored modules).

CI's tracked-project health gate failed on history_drift chain and hash
mismatches for pm-github-fmrf: the previous session's last eight records
stored hashes that do not match recomputation. All patches replay cleanly
with no content loss; the repair recomputes the chain and records an
audited history_repair marker, restoring verify and health to green.

…binary

pm writes made with the globally installed pm-cli (2026.10.13) compute
item hashes that the repository-pinned pm-cli (2026.10.9) - the version
CI's health gate runs - cannot reproduce, breaking the chain at each
write boundary. Re-anchored the chain with the pinned binary (patches
replay cleanly, no content loss) and recorded the root cause; all
further tracker writes use the pinned binary.

The earlier history re-anchors REPLACED ten original append-only records of
pm-github-fmrf with versions recomputed through the then-pinned pm-cli and
dropped the linked test entry's updated_by/updated_at fields, because the
pinned host could not verify a tests_update record written by pm-cli
2026.10.13 (upstream unbraind/pm-cli#1458).

Restore the original records byte-exactly from the pre-re-anchor commits
(intact chain at the origin/main merge plus the original records appended
before the second re-anchor), together with the matching item-document
state; drop the re-anchor artifacts (replaced record versions,
reanchor_evidence blocks, history_repair markers) and re-apply the
genuinely new later content by appending through the pinned CLI.

Bump the pinned @unbrained/pm-cli devDependency from 2026.10.9 to
2026.10.13 (package.json + package-lock.json) so CI's pinned host
verifies the original tests_update records. Verified with the pinned
host: history --verify passes on all entries, health is green with zero
drift, and the history diff against the last intact commit is
append-only. npm and bun release gates pass at unchanged thresholds.

… the test harness

CodeRabbit round 3 on the blockers PR:

- runBlockers docstring and the command registration comment now state the
real exit-1 contract: any reference state query failure or any requested
comment failure exits 1 and takes precedence over 4 (the old text said
'every reference failed to resolve'). The test that exercised it is renamed
to 'any reference state query fails'.
- the CLI end-to-end test no longer imports pm-cli's private
dist/core/item/toon-decode.js at module top level; it decodes TOON output
with the public @toon-format/toon parser (exact 4.1.1 devDependency, the
version pm-cli's own decoder delegates to). The SDK exposes no decoder and
the repo lint policy bans inline import(), so a public package import is
the only in-policy path that does not depend on pm-cli's dist layout.
- the node_modules link in that test uses a junction on win32; a real
directory symlink needs symlink privileges or Developer Mode on Windows
and fails with EPERM. Node ignores the link type on other platforms.
