Fix three correctness defects in import ownership, closeout policy validation and release diagnostics.

The CodeRabbit follow-up is fixed in 0b6d7cb3eef2d056adecd4c44fa47817b177e6c3: a recognized provider-only descriptor now contributes to ownership. Previously, provider: "pm-jira" with GitHub/Jira tags but no external locator or ownership marker allowed GitHub to overwrite the native item. Plain and atomic real-SDK regressions now preserve native title, status, lifecycle, release, body and tags across retries, with one owner.

Behavioral revert proof: retaining the new tests and reverting only the changed providerProvenance predicate fails both new cases on overwritten native title. Restoring the fix passes 2/2; the combined legacy/provider matrix passes 12/12. Existing #141 and #145 production-only revert proofs remain in their tracker histories. Their linked regressions pass 13/13 and 4/4 respectively.

Merged origin/main including #146 and #147 before this fix (456b4f7). The merge generated no receipts and required no history repair or reconciliation.

Both exact commands passed with isolated HOME and disabled global/system Git configuration:

Each has zero failures, skips, cancellations or todos, exact 100% lines/statements/branches/functions across all 14 authored modules, unchanged thresholds, and passing lint, duplication, privacy, production audit, package dry run, changelog and publish-attestation checks. Hosted validation head 059e4f0ed9308c9970ee4af6df941fcda8afe804 differs from source commit 0b6d7cb3eef2d056adecd4c44fa47817b177e6c3 only by its temporary validation workflow. Interrupted local runs and the superseded validation attempt are not passing evidence.

Final head 7d4306774005b5542ab617926593252c6b319f80 adds only tracker receipts/claim releases and the regenerated changelog to the validated source. Production code, tests, scripts and dependency pins are identical. Fresh git clone --no-local strict health passes on this final head. Final-head Node 22/26 CI passes, including 893/893 coverage tests and 893/893 native Bun tests on each job, with zero failures or skips. CodeQL and Semgrep also pass.

The review thread received a commit/test reply after pushing and stays unresolved. Final-head CodeRabbit review was skipped because manual review is required; its thread acknowledgment explicitly does not independently verify these results. Greptile is unavailable because its trial ended. These are not review approval. Items remain in progress and unclaimed for orchestrator verification.

PM: pm-github-b141, pm-github-b143, pm-github-b145.

Summary by CodeRabbit

  • Bug Fixes
    • Release timeouts now distinguish unavailable approval information from a confirmed approval requirement or other merge and check failures.
    • Malformed rules no longer allow closeout to proceed without reliable check evidence.
    • Copied provider references no longer interfere with refreshing legacy GitHub-owned records or cause externally owned records to be adopted.
  • Tests
    • Added regression coverage for closeout validation, provider imports, and release-timeout outcomes.

Walkthrough

The PR updates closeout validation, imported-record ownership classification, and release-timeout approval reporting. It adds regression tests, issue records, and three fixes to the Unreleased changelog.

Changes

Effective-rule validation

Layer / File(s) Summary
Validate effective rules and closeout behavior
closeout.ts, test/closeout.test.ts, .agents/pm/issues/pm-github-b141.toon, .agents/pm/history/pm-github-b141.jsonl
Closeout rejects rulesets with missing or invalid type values. Tests check that malformed rules leave tracker files unchanged and that a valid unrelated rule retains the readable-empty fallback. The issue record and history document the change.

Imported-record ownership

Layer / File(s) Summary
Classify provider evidence during import
import-fidelity.ts, test/import-fidelity.test.ts, .agents/pm/issues/pm-github-b143.toon, .agents/pm/history/pm-github-b143.jsonl
Copied provider tags and text do not establish provider ownership when GitHub ownership evidence applies. Tests cover plain and atomic imports, including records with external-owner evidence. The issue record and history document the change.

Release approval diagnostics

Layer / File(s) Summary
Track and report approval state
.github/workflows/release.yml, test/release-approval.test.ts, CHANGELOG.md, .agents/pm/issues/pm-github-b145.toon, .agents/pm/history/pm-github-b145.jsonl
The workflow preserves an unknown approval state when the workflow-runs query fails and reports it separately at timeout. Tests cover query failure, pending approval, unsettled checks, and successful merge. The issue record and history track the change; the changelog lists all three fixes.

Full details: Linked Issues check

Explanation

The PR meets the coding requirements for all three active issues. For #141, closeout.ts rejects every effective-rule row without a nonempty string type; tests cover malformed rows with and without declarations, zero closes, unchanged files, and the valid deletion fallback. For #143, import-fidelity.ts preserves legacy GitHub ownership when copied provider text lacks authoritative evidence; plain and atomic body and label tests cover reconciliation, retries, and authoritative external identities, descriptors, and exporter provenance. For #145, .github/workflows/release.yml records only successfully observed approval state, distinguishes unavailable reads from confirmed empty results, and reports settling checks separately. Tests cover the required state transitions. The protected merge, check, permission, and publication safeguards remain in place.

Full details: Out of Scope Changes check

Explanation

The changes stay within the linked issue scope. The production changes implement #141, #143, and #145. The regression tests directly validate those fixes. The changelog and linked tracker receipts document the fixes and validation. No unrelated production feature or safety-control reduction is demonstrated.

Full details: Docstring Coverage

Explanation

Docstring coverage is 100.00% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 6 functions across 5 files. (8 skipped: 8 unsupported.)

Reviewer's Guide

The PR fixes three independent correctness issues: release timeout polling now reports the current and known approval state, legacy GitHub imports retain ownership unless explicit external provenance overrides it, and malformed effective rules prevent unsafe closeout while preserving valid fallback behavior. New focused tests exercise the real merge loop with synthetic transport, both import modes, durable-file refusal guarantees, and npm/Bun release validation.

File-Level Changes

Change Details Files
Refresh release-timeout approval diagnostics from the latest workflow-run read and distinguish verified approval blockers from unavailable API state.
  • Track approval state as unknown until the current API read succeeds.
  • Clear stale approval blockers when later polling shows runs are no longer waiting.
  • Add timeout messages for verified approval, unavailable state, and ordinary check failures.
  • Exercise the extracted protected merge loop with synthetic gh responses and no publication or live GitHub calls.
.github/workflows/release.yml
.github/workflows/round-release-validation.yml
test/release-approval.test.ts
Preserve authoritative GitHub ownership when legacy imports contain copied provider-like content, while honoring explicit external-provider provenance.
  • Recognize legacy GitHub tags as ownership evidence unless explicit external identity or provenance establishes an external owner.
  • Prevent copied body text and labels from changing ownership during plain and atomic imports.
  • Reconcile native title, status, lifetime, and retry behavior without creating duplicate items.
  • Cover legacy migration and external-ownership cases across both import modes.
import-fidelity.ts
test/import-fidelity.test.ts
Reject malformed effective-rule discriminators before closeout can infer policy or persist closure.
  • Require each effective rule type to be a nonempty string before processing ruleset policy.
  • Treat missing, null, numeric, object, and empty discriminators as unavailable policy.
  • Verify refusal preserves status and durable files byte-for-byte with real SDK trackers.
  • Retain fallback behavior for valid unrelated deletion rules.
closeout.ts
test/closeout.test.ts
Record issue history, changelog entries, and a reproducible dual-host release validation workflow for the fixes.
  • Add PM issue and history artifacts for the three bug fixes.
  • Document the fixes in the changelog.
  • Run release checks under npm and Bun with pinned action dependencies and isolated Git configuration.

Assessment against linked issues

Issue Objective Addressed Explanation
#141 Validate every effective branch-rules row’s type discriminator before treating it as an unrelated rule, so missing, null, non-string, or empty types cannot establish a readable-empty policy. ✅
#141 Fail closeout closed when malformed effective-rule metadata is returned, including when declared required checks might otherwise provide a policy source; leave the Task and durable tracker files unchanged. ✅
#141 Preserve the documented fallback for a valid, well-formed unrelated effective rule when the policy sources establish no required contexts. ✅
#143 Preserve GitHub ownership for legacy gh:owner/repo#N imports when copied body text or labels merely resemble another provider’s markers, and continue reconciling native fields on subsequent imports. ✅
#143 Add plain and atomic real-SDK migration regressions for legacy records without github_link_only, covering copied-body and copied-label cases and verifying title, status, lifetime, and retry behavior. ✅
#143 Keep authoritative external ownership evidence, such as provider identity fields, external descriptors, and exporter description provenance, effective even when a GitHub provenance tag is present. ✅
#145 Make release-timeout guidance reflect the latest successfully observed workflow approval state, distinguishing a currently approval-blocked run from checks that are still settling. ✅
#145 Distinguish an unavailable approval-state read from a verified result showing no approval-pending runs. ✅
#145 Preserve the protected merge and publication safeguards while correcting the diagnostic. ✅
