Add the scheduled caller for the audited pm-github issue-sync pipeline. CI already has workflow_dispatch, so ci.yml is unchanged. This Rust-only package keeps its existing Cargo and locked-oracle toolchain; root Node dependencies and braces-chain removal are not applicable.

Use the prescribed 2026.10.14 fallback because v2026.10.15 was unavailable at rollout start. The fallback reusable workflow assumes root npm dependencies and predates caller-changelog regeneration and CI dispatch from pm-github#122. This caller needs the later repin before operational use. No sync workflow was triggered and no repository settings were changed.

Validation: isolated just release-check passed 318/318 regular tests and 318/318 instrumented tests across 17 suites each, zero failures or ignored tests. Coverage floors remain 100%: lines 5,647/5,647, functions 522/522, regions 8,631/8,631, branches 1,194/1,194. Formatting, Clippy with -D warnings, private-item rustdoc, full-object identity audit, required published-oracle differentials and changelog check passed. The CI-installed oracle passes node tests/oracle/node_modules/@unbrained/pm-cli/dist/cli.js health --check-only --require-merge-drivers --strict-exit. The PM-linked formatting check also passed. Changelog was regenerated after final tracker writes. After committing, the native identity audit passed 7/7 and strict oracle health passed again.

Cargo audit completed successfully with the pre-existing allowed unsafe-libyaml 0.2.11 unmaintained warning RUSTSEC-2024-0449. Existing guidance, staleness and historical provenance health advisories remain; no histories were rewritten. npm ls braces fast-glob is not applicable to this Rust-only package.

Tracker: pm-rust-zmqa. Related adoption task: pm-github-aiok. The Chore remains in progress for orchestrator verification. No runtime code changed, so a behavioural revert proof is not applicable.

Summary by Sourcery

Enable scheduled pm-github synchronization and closeout automation for the repository.

New Features:

  • Add scheduled and manually dispatchable workflows for synchronizing GitHub issues with the project tracker and closing tracker items for merged pull requests.

Enhancements:

  • Integrate the repository with pinned, gated pm-github reusable workflows using the repository’s existing oracle project and CI workflow.

Chores:

  • Record the associated tracker chore and execution history.

Update 2026-10-16

  • Repinned to pm-github 2026.10.16 (tag 67a5e3e). The reusable workflow now accepts npm-project-dir (pm-github#130, which closes pm-github#129) and resolves the default branch through the API (pm-github#131).
  • pm-rust has no root package.json, so both callers install the pinned pm CLI from tests/oracle. post-import-script and post-closeout-script are disabled because the oracle project has no npm scripts; just owns the changelog.
  • Added .github/workflows/pm-github-closeout.yml, the daily gated closeout from pm-github's caller template, with the same pin and project directory.

Summary by CodeRabbit

  • New Features
    • GitHub issue synchronization can run automatically each day at 01:17 UTC or be started manually.
    • A separate closeout workflow can run daily or be started manually, helping keep issue tracking up to date.
    • Both workflows follow the configured CI process. Validation was completed without triggering issue synchronization or changing repository settings.

Walkthrough

Adds scheduled and manually dispatchable issue-sync and closeout GitHub Actions workflows. Both call the pinned pm-github reusable workflow with version 2026.10.16. The chore record and history document caller configuration, constraints, and validation.

Getting Help

…under Changed

pm-changelog's title fallback would otherwise classify the rollout entry by
incidental title words (CodeRabbit on pm-review#11). The changed tag is the
author-controlled strong signal.
The reusable workflow at 2026.10.15 (tag commit 3015930) regenerates the
caller's changelog, dispatches the caller's required CI on the sync branch
(bot PRs park at action_required), and restricts the sync commit to an
explicit scope (pm-github#122). The caller grants actions: write for that
dispatch. ci.yml workflow_dispatch present: yes.

Held as a draft: the pinned reusable workflow runs npm ci at the repository root, which pm-rust does not have (its pm CLI oracle is in tests/oracle). Tracking the fix in unbraind/pm-github#129; this PR will pass npm-project-dir: tests/oracle and repin once pm-github ships it.

…pm project and add the daily closeout caller

pm-rust has no root package.json; pm-github 2026.10.16 accepts npm-project-dir,
so both callers install the pinned pm CLI from tests/oracle. The post-import
and post-closeout npm scripts are disabled because just owns the changelog.
