Reconcile delivered tracker records originally audited against main
27e1d84671fa8c139f7dd00b9e41a7b407319ec7and rechecked against current maine3f91077537581094f2bf5be536af2e44dc05c04. Seventeen delivery records are closed, whilepm-vcs-bcgsretains its unresolved certification work as blocked. Runtime source matches main; this PR carries tracker data, the generated changelog and the required committed self-host snapshot.pm-vcs-bcgsto blocked, retain its original acceptance criteria and existingpm-vcs-dispatch104dependency, and remove stale closure metadata. Its historical delivery is not current exact-head certification.engine/bisect.tsandtest/bisect.test.tsin both the bisect and shallow-report records, correctingactual_resultandclose_reason.Both findings are valid. The latest CodeRabbit review has no outside-diff findings. Whole-diff review corrected fourteen generic evidence summaries to point directly to their implementation, regression or feature-specification files. Fourteen already closed records retain their original status and completion timestamps; this round closes no item.
