Add the Release 13 page covering the platform, tooling and integration changes, following the structure of Release 10-12: each feature notes its breaking changes, requirements and limitations, and why it matters, and carries an enterprise marker where the feature is enterprise only. List the release in the overview table and the sidebar. The RSS feed picks it up from the front-matter. Licensing package and license metrics changes are omitted, as both are documented internally only.
