Recover local workspace batch

Summary

• recover the local service experiment source tree from the earlier services PR
• add the Thailand proposal authored markdown/source structure without large raw PDF/audio/image assets
• add small sandbox result artifacts and the sandbox emergence script
• bring forward the pending 0.11 Phase Transitions docs, gate, data, and result artifacts
• add LOCAL_RECOVERY_MANIFEST.md documenting what was included, excluded, and left for follow-up

This PR supersedes #9 so the local workspace recovery lands as one batch instead of a partial services-only PR.

Recovery policy

Source+Manifest: commit source/docs/markdown/small artifacts now, document excluded raw assets and local-only scratch files instead of adding large binaries or path-drift duplicates.

Explicit exclusions

• no .env files, build caches, target directories, debug outputs, or binaries
• no large Thailand raw PDF/audio/image assets
• no destructive uet_history cleanup
• no duplicate docs/topics/For_Work migration
• no root scratch files such as output.txt or transcript.th.vtt

Checks run

• git diff --cached --check
• JSON validation for the 0.11 recovery artifacts
• Python compile check for the sandbox script and 0.11 gate script
• cargo check --manifest-path services_and_experiments/uet_core/Cargo.toml (passes with existing warnings only)
• secret literal scan for common token/private-key patterns
