Canonical telemetry pipeline. Ships a complete rewrite of the data-connect telemetry client against the canonical contract published by context-gateway, with full lifecycle parity with the CLI.

Every app launch now emits a host_run parent that wraps all collection, sync, and grant child events. Visible in the admin dashboard at /admin/telemetry/runs.
