chore(settings): order VSYS-ORCH-03 Claude, 1copilot GPT, Codex - #713

The owner set the second-opinion order for the organization's repositories on 2026-11-01 (Slack 1793558900.347579): Claude CLI, then GPT through the Copilot seat (1copilot), then Codex CLI as the fallback. vsys#712 set that roster in kendex.settings.toml; this corrects the VSYS-ORCH-03 source sentence in kendex.toml and re-renders the orch skill through kendex apply. VSYS-ORCH-05 before-and-after review given by Jarvis under delegated authority (answer 1793563898-221640-21966). Second opinion pi-copilot-gpt: 0 findings. All checks pass on 4861f18, Bun included.
Corrects the vsys orch rule VSYS-ORCH-03 to the owner's second-opinion order: Claude CLI first, then GPT through the Copilot seat (1copilot), then Codex CLI as the fallback (owner Slack 1793558900.347579). vsys#712 already set this order in
